Agency Narrative
The Board has the authority and responsibility to review, comment upon, and recommend, consistent with the Procurement Code, rules and practices governing the procurement, management, control, and disposal of supplies, services, professional and artistic services, construction and real property, and capital improvement leases procured by the state. The Board has a statutory obligation to provide a program for professional development of procurement staff throughout the state. The Board is also required to maintain a clearinghouse for all contracts let and sustain a communication reporting tool to promote transparency within the procurement process. The Procurement Policy Board was unable to provide training to the state's procurement specialists throughout the state because of the budget restraints. The demand for classes remains high after several years without a budget for training. The Board was able to maintain its review of state contracts and conflicts of interest. The Board continues to review all state real property leases and comment on proposed rules governing procurement. It continues to maintain a clearinghouse for all state contracts awarded and a system for procurement communication reporting. The key initiative that we are prioritizing for fiscal year 2019 is to meet the high demand for procurement training across the state. The prior budget impasse has us at the point of unprecedented need. Therefore, we will be asking for increased funding to meet this mandate. Currently, there are over 375 procurement professionals that need training, many of whom are required to get a certification from the Universal Public Procurement Certification Council. Along with the increased training, the Board needs to continue to meet statutory requirements of maintaining a clearinghouse for all contracts let, continuing to sustain the communication reporting tool, and reviewing and commenting on proposed rules and practices governing procurement.
