Agency Narrative
The Illinois Power Agency Act seeks to provide Illinois electric consumers with adequate, reliable, affordable, efficient, and environmentally sustainable electric service at the lowest total cost over time. To that end, the Illinois Power Agency (IPA) was created and is required by statute to develop electricity procurement plans to ensure electric service at the lowest total cost, taking into account any benefits of price stability. The electricity procurement plan is updated on an annual basis. The calendar year 2018 Procurement Plan developed by the IPA, and approved by the Illinois Commerce Commission (ICC), included the procurement of energy resources for Ameren Illinois, ComEd, and MidAmerican Energy. Those procurements took place in April and September, of 2018. Public Act 99-0906 took effect on June 1, 2017 and thus had an impact on fiscal year 2018 agency activities. Specifically, sections 1-56(b) and 1-75(c) of the Illinois Power Agency Act related to the Renewable Portfolio Standard were revised, which resulted in new plans, procurements, and programs to be administered by the agency. During fiscal year 2018, the agency conducted Initial Forward Procurements for utility-scale wind and solar resources and developed the Long-Term Renewable Resources Procurement Plan, which was approved by the ICC in April 2018. The new programs, the Adjustable Block Program and the Illinois Solar for All Program will launch in fiscal year 2019. The agency also developed and implemented the Zero Emission Standard Procurement Plan pursuant to section 1-75(d-5) of the Illinois Power Agency Act.
