For fiscal year 2019, the Illinois State Board of Investment (ISBI)'s portfolio grew at a rate of 7.1% and 8.2% for one year and since inception, respectively.
Actual total expenditures from all sources were $26.2 million for fiscal year 2019 and are reported on an actual basis. Withdrawals from ISBI for fiscal year 2019 by the Retirement Systems and the Illinois Power Agency totaled $361,204,731.
The net investment income for the year ended June 30, 2019 was the result of upward movement in the securities markets. There was also an increase in member system withdrawals. Fiscal year 2019 withdrawals were $361.2 million compared with $313.6 million in fiscal year 2018. Withdrawals are determined by the Retirement Systems based on state funding and member systems’ benefit payment needs. The decrease in administrative expenses for fiscal year 2019 was due primarily to reduced investment management fees.
