2025 Policy, Planning, and Statistics
Mission Statement The Office of Policy, Planning, and Statistics (OPPS) collects, analyzes, and evaluates information on health status, health needs, and disease occurrence in Illinois residents. The office has four divisions: the Division of Patient Safety and Quality, the Division of Vital Records (VR), the Division of Health Data and Policy, and the Division of Epidemiologic Studies. Additionally, OPPS supports the Center for Rural Health and the Health Services Facilities and Review Board. Under these areas, OPPS conducts epidemiologic studies and manages disease registries, supports statewide health assessments and surveys, advises on and supports health professional shortages, tracks health-care service use and patient safety outcomes, and processes applications for capital improvements to health-care facilities.

          Footnotes
          Fiscal year 2024 only included three months of data collections, while fiscal year 2025 included all 12 months. Fiscal year 2024 only included three waves of invitations, while fiscal year 2025 included eight. The projected decrease in fiscal year 2026 is due to a federal gap in funding. The federal grant ended September 30, 2025, and the application is currently live and expected to resume funding July 1, 2026. The funding stated in this portion is for a small amount of renewals to adjust all recipients to the same start date and to test the new application procedure to ensure timeliness and functionality of the new application portal. Walk-in customer reception was reopened to the public in May 2025, so it only includes two months of data. No new awards were made in fiscal year 2025, and new providers are not included as there is no federal funding at this time.
