Mission Statement To improve the health and well-being of Illinois’ racial and ethnic minority populations through the development of health policies, and culturally and linguistically appropriate programs that will eliminate health disparities.
Program Goals and Objectives
  1. To reduce health disparities and disproportionate morbidity and mortality rates within minority populations and communities of color across Illinois.
    1. Reduce disparities in health outcomes by increasing the number of minorities who receive follow-up treatment and/or care because of the Center for Minority Health Services' referral program.
    2. Provide educational outreach and increase awareness of health disparities within minority populations and communities of color.
    3. Increase access to testing for HIV and related/co-infectious diseases along with linkages to care within minority populations and communities of color.
  2. To promote health equity as a framework for all IDPH programs, services, and efforts.

    Footnotes
    This grant went competitive in fiscal year 2026 and implemented changes to the grant application, prioritizing HIV testing. In addition, the office only has one grant program focused on HIV testing in fiscal year 2026. As a result of both changes, we expect greater focus and increased testing. This is a new measure for fiscal year 2025 that runs only from January 1, 2025 to June 30, 2025. There is no more funding for fiscal year 2026.
