2025 Women's Health and Family Services
Mission Statement IDPH’s Office of Women’s Health and Family Services strives to improve health outcomes of all Illinoisans by providing preventive education and services, increasing health-care access, using data to ensure evidence-based practice and policy, and empowering families.
Program Goals and Objectives
  1. Improve women's health through screening and early detection programs.
    1. Increase the knowledge of providers and the public about gender-specific health issues and resources.
      1. Serve as a leader within the maternal and child health field by convening stakeholders, disseminating data, and implementing best practice programs to improve the population health of women and children in Illinois.
        1. Improve women’s health through offering evidence-based programming, including access to quality family planning, breast and cervical cancer screening, and cardiovascular life-coaching services.
          1. Regulate and provide quality improvement and technical assistance to all of the state’s birthing hospitals to improve maternal and neonatal outcomes.
            1. Provide funding and technical assistance to school health centers to improve the health of school-age children.

              Due to tighter funding restrictions, the number of funding dollars and numbers of grantees were cut. Due to this, we expect that the number of trainings will go down. This program lost over half of its annual dollars. Unduplicated client counts continued to rebound after Illinois returned as a Title X grantee in 2022, and subgrantees were able to meet growing demand. The IWP began a new cooperative agreement with the CDC beginning September 30, 2024. With each new agreement, the program must stop screenings and await data collection and programmatic guidance before resuming services. Services being provided to program participants who were in process as of September 29, 2023 had to end. Services were not resumed until February 14, 2024, and all program participants started a new cycle of services. This impacted the number of women served in fiscal year 2024. Over 40 new sites have opened. In addition, ICAAP was given additional funds this fiscal year for this program. New centers open every year. Please note that some patients may receive both tests, which are unable to be parsed out individually, and/or multiple tests are performed on one patient. This data provides either/or testing numbers for those specific tests. Higher than expected testing may be due to counting gonorrhea and chlamydia separately, and to the increased number of clinics. The percentage increased in fiscal year 2025 due to more grantees funded than expected, and by grantees referring more individuals than originally projected. Fiscal year 2026's target/projection has been updated to reflect CDC standards. The increase in fiscal year 2025 is due to IFPP staff increasing agency-level training and monitoring on this Title X-required performance measure.
