2025 General Cross-Divisional Projects
Mission Statement The Guardianship and Advocacy Commission is an executive agency created to safeguard the rights of persons with disabilities through the Office of State Guardian, the Legal Advocacy Service, and the Human Rights Authority. Cross-Divisional Projects pertain to overarching Commission efforts and projects that encompass all three programmatic functions of the agency: the Office of State Guardian; the Legal Advocacy Service; and the Human Rights Authority.
Program Goals and Objectives
  1. Educate and support citizens with disabilities and families in understanding their human rights as indicated in the Mental Health and Developmental Disabilities Code, the processes involved in guardianship of wards, and laws related to protecting Illinoisans with disabilities.
    1. Conduct outreach activities and publish information about the Commission and its services.
  2. Ensure quality guardianship training to protect quality of life for persons with disabilities in integrated or home-based settings.
    1. Develop training modules to proactively, reactively, and retroactively reach out to all citizens, wards, providers, and caretakers, which keeps the demographic population aligned with services or able to request services be facilitated.
      1. Forecast demographic trends utilizing multiple data measures that allow for data-informed decision-making on human capital and resources.
        1. Conduct predictive analytics of persons who may be in need of Commission services.
      2. Expand facilitation of services by regions of need and selected high-needs demographics.
        1. Increase the viability and eligibility of wards aged 18 to 27 for the restoration of rights and the ability to have higher success rates living in integrated communities with supports, and discern their ability to join workforce ranks in more viable workplace settings.
          1. Identify wards of the Office of State Guardian who may be eligible for the restoration of rights.
        2. Support employees and provide professional development and relevant materials to further enhance facilitation of services, advocacy, and legal consultation.
          1. Provide programmatic or overarching internal trainings to Commission employees, volunteers, and interns.
