Public Accountability Report

The Illinois Council on Developmental Disabilities (ICDD) makes investments with local and statewide agencies, organizations, and individuals to attain the performance targets in the Five-Year State Plan so people with developmental disabilities (DD) and their families can achieve independence, productivity, community integration, and inclusion in all facets of community life. The ICDD promotes initiatives to coordinate services and supports and provide assistance for individuals with DD and their families. This is done through 20+ grant investments as well as staff activities. In this fiscal year, the ICDD is proud to report that through our investments and grantee activities we reached 1,354 individuals with DD through our leadership and self-advocacy programs. The ICDD led the Dignity in Pay Workgroup on behalf of the Employment and Economic Opportunity for People with Disabilities (EEOPD) that worked diligently through the year to create the Dignity in Pay Multiyear Plan. Portions of this plan are already underway to ensure full implementation by December 31, 2029. During this fiscal year, the ICDD also continued its commitment to access to supportive housing  for people with disabilities. Over 300 people with developmental disabilities have accessed Housing Navigation services either through direct housing placement or receiving services to search for housing. In further investment, the ICDD provided housing transition funds to 58 people with developmental disabilities to have up-front funds needed to move into their own homes for the first time. The ICDD remains in good standing with its federal partners at the Administration for Community Living and will be in the process of creating the next Five-Year State Plan in fiscal year 2026.
