2025 Ethics
Mission Statement The Executive Ethics Commission is a nine-member commission committed to promoting ethics and good government in the State of Illinois.
Program Goals and Objectives
  1. Heighten awareness of the Ethics Act and increase good government practices through education.
    1. Provide ethics guidance and training to state officials and employees.
    2. Continually provide resources for Ethics Officers, state officials, employees, and interested parties about the Ethics Act and good government.
  2. Issue decisions about Ethics Act violations and revolving-door determination appeals, as well as publish Executive Inspector General investigative reports, in a timely manner.

Cases under the State Officials and Employees Ethics Act are brought before the Commission by the Office of the Attorney General on behalf of an Executive Inspector General. Revolving-door appeals are brought before the Commission by state employees or the Office of the Attorney General. The Commission cannot initiate either action on its own. Executive Order 15-09 establishes additional duties for the Executive Director of the EEC relating to gift ban exceptions. Due to the request asking for programs approved during the fiscal year (as opposed to the calendar year, which is how training programs are administered), the tabulated numbers for the current fiscal year may include approved trainings for both the previous and current calendar years.
