2025 Racing Board
Mission Statement To ensure the honesty and integrity of thoroughbred, standardbred, and quarter horse races and pari-mutuel wagering through the enforcement of the Illinois Horse Racing Act.
Program Goals and Objectives
  1. Ensure that horse racing is conducted in a fair and competitive manner and in strict compliance with all rules and regulations of the Board.
    1. Enforce the Board's medication rules through drug testing to ensure races are conducted without the presence of prohibited substances and are within the limits of permissible race day medication.
      1. Protect and maintain the integrity of the pari-mutuel wagering system.
        1. Encourage, promote, and stimulate growth within the horse racing industry.
