    1. Learning Conditions: In partnership with its stakeholders, ISBE will advocate for the necessary resources to create safe, healthy, and welcoming learning environments that meet the unique academic, social, and emotional needs of every student.
      1. Elevating Educators: Illinois’ diverse student population will have educators who are prepared through multiple pathways and are supported in and celebrated for their efforts to provide each and every child an education that meets their needs.

        Footnotes
        The eligibility rotates from K-8 one year to 9-12 the next year. Therefore, the 9-12 eligibility years are significantly lower as the grade levels, and thereby the number of students impacted, are fewer (four grades vs. nine). From fiscal year 2024 to fiscal year 2025, there was a change in concentrator calculations. Assessment cut scores were updated in school year 2025. Because projections for fiscal years 2026 and 2027 require school year 2023, 2024, and 2025 data, a projection cannot be calculated for fiscal years 2026 and 2027.
