The State Universities Civil Service System (University System) is required by the State Universities Civil Service Act, through the University Civil Service Merit Board, to develop, maintain, and administer a comprehensive and efficient program of human resource administration for the higher education community. The University System has developed a comprehensive set of administrative rules and procedures, including an extensive and detailed classification plan, which effectively regulates the human resource administration at each employment location. The agency's mission is to oversee and regulate the human resources functions of the state’s public universities and higher education agencies. The State Universities Civil Service Act requires the University System to utilize a “sound program of personnel administration” to ensure that hiring for civil service positions is based solely on merit and fitness. The University System is committed to fostering relationships that enable the achievement of our legislative mandate and make the teaching and research missions of the state’s public universities and higher education agencies possible. Among its many responsibilities, the University System provides oversight, direct guidance, and support services to universities and agencies in such areas as employment, pre-employment examinations, classification plan management, salary administration, compliance audit reviews, disciplinary procedures, administrative appeals, and other human resource activities, most specifically related to their professional, technical, and support staff. Direct oversight authority covers more than 62,500 employees, including 25,133 civil service employees as of June 30, 2025. Classification plan management activities span a comprehensive system of 874 individual job classifications in more than 250 promotional lines. The agency has oversight of thousands of basic employment and personnel transactions performed by University System employers. This oversight authority is exercised by conducting compliance audits of University System employers on a three-year cycle. Our agency achieved some significant goals over the past several years. The agency will continue to modify processes that make the University System business operation more efficient, effective, and responsive to constituent needs. These programs have positively impacted our agency and every University System employer. The University System will continue to revise our administrative rules to provide a fair, efficient, and effective implementation of our mission.
