- Maintain the required inspection and repair records for of all boilers and pressure vessels registered by the Division.
- Review for conformity, process, and accuracy, within divisional guidelines, inspection reports received by all commissioned inspectors.
- Train and assist all input operators as to the accepted data entry procedures when using the inspection reporting system.
- Purge the database of unnecessary records while preserving archived inspection and repair reports, available for interested parties.
- Continue to utilize existing boiler/pressure vessel systems and audit periodically to ensure that only clean data is inputted and captured.
- Inspect all boilers and pressure vessels to the requirements of the Illinois Boiler Safety Act, Board of Boiler and Pressure Vessel Rules, and verify compliance. Conduct standardized mandatory safety inspections to mitigate risks and hazards to safeguard the citizens of Illinois.
- Ensure that all inspectors have advanced timeline access, to assigned territorial reports, listing inspection expiration dates coming due.
- Perform annually both internal and external operating inspections on high-pressure boilers, biennial inspections on low-pressure boilers, and triennial inspections on pressure vessels, for issuance of Certificate.
- Notify owners and users when deficiencies are found and follow up to verify that corrective action has been taken.
- Make necessary arrangements to schedule required boiler and pressure vessel inspections before or on the Certificate due date.
- Distribute a monthly past due inspection list to all inspectors.
- Issue Certificates of Inspections to those owners and users who meet the state rules for continued safe operation.
- Ensure Certificate inspection reports are filed within 10 business days.
- Ensure that all inspection invoices are mailed to the responsible party within 10 business days.
- Issue Certificates of Inspection as soon as payment is received.
- Verify that owners or users are posting Certificates as required by law.
- Administer an Inspector commissioning program, ensuring only qualified individuals are conducting inspections throughout the State.
- Verify that all applicants meet experience and education requirements for examination.
- Administer National Board examinations, quarterly upon request, to prospective candidates.
- Issue Certificates of Competency to inspectors who meet experience requirements and successfully pass examination.
- Maintain an up-to-date list of all commissioned license holders who perform inspections in Illinois.
- Ensure that only licensed organizations are performing welded repairs or alterations to boilers and pressure vessels.
- Issue a repairer license to those organizations meeting all the requirements.
- Periodically audit authorized repair concerns for compliance with rules.
- Review upon receipt all license applications for conformity with rules.
- Maintain accurate records of all licenses and permits issued.
- Continue the effective enforcement of Illinois statutes and rules as they relate to boilers and pressure vessels.
- Issue deficiency notices to owners of non-compliant boilers and pressure vessels.
- Conduct follow-up inspections of deficient boiler and pressure vessel units to verify compliance.
- Issue demand letters and notices of suspension for those failing to comply.
- Refer continued violators to the Attorney General's office for prosecution.
