The Illinois Power Agency Act provides Illinois eligible retail electric consumers with adequate, reliable, affordable, efficient, and environmentally sustainable electric service at the lowest total cost over time. To that end, the Illinois Power Agency (“IPA”) is required by statute to develop electricity procurement plans to ensure electric service at the lowest total cost, taking into account any benefits of price stability.

The electricity procurement plan is updated on an annual basis. The calendar year 2024 Electricity Procurement Plan was approved by the Illinois Commerce Commission in December 2023, and included the procurement of energy resources for Ameren Illinois, ComEd, and MidAmerican Energy. Those procurements took place in April, May, and September 2024. The subsequent 2025 Electricity Procurement Plan was approved by the Illinois Commerce Commission in December 2024. The 2025 Electricity Procurement Plan incorporated a new product type - a one-year (term) financial capacity hedge product in addition to the physical zonal resource credit (ZRC) product offerings (seasonal and annual). Procurements took place in April, May, and September of 2025.

To support the Illinois Renewable Portfolio Standard, the Agency develops a Long-Term Renewable Resources Procurement Plan, which is updated on a biennial basis. The 2024 Long-Term Renewable Resources Procurement Plan was approved by the Illinois Commerce Commission in February 2024. The Agency conducted competitive procurement for new utility-scale wind and hydro power projects, utility-scale solar projects, and for brownfield site photovoltaic projects in July 2024, December 2024, and August 2025. A final procurement is scheduled for December 2025 to conclude the 2024 Long-Term Plan's procurment activities. The Agency also administered the Adjustable Block Program to support the development of solar projects for Illinois homes and businesses, the Illinois Solar for All Program to support the development of solar projects for low-income households and communities, the Large Customer Self-direct Program to support encourage very large electrical customers to procure and retire Renewable Energy Credits sourced through private long-term contracts, and the Minimum Equity Standard to support creating an equitable workforce for the clean energy economy. Additionally, in August 2025 an emergency petition to reopen the 2024 Long-Term Plan was filed by external stakeholders, seeking changes to utility-scale procurement REC targets, expanding capacity targets (MW) within the Adjustable Block Program, and add funding to the Illinois Solar for All Program to expand project category contracting. The Illinois Commerce Commission issued an order approving the petition on October 16, 2025 [CONFIRM], expanding the utility-scale procurement target for solar, expanding the Adjustable Block Program capacity target, and increasing funding for Illinois Solar for All - each to be implemented under the 2024 Long-Term Plan. The Agency published its 2026 Long-Term Plan on August 15, 2025, having received stakeholder comments on the Plan on September 29, 2025. The Agency filed the 2026 Long-Term Plan with the Illinios Commerce Commission on October 20, 2025, with litigation ongoing through the remainder of 2025 and a subsequent Order exected around February 2026.
